The 4th Global Summit on Diamond Open Access (Indonesia)

Knowledge is a universal human right and a global public good. Following the landmark milestones established across Latin America, Africa, and South Asia, the global scholarly community gathers in Indonesia for the 4th Global Summit on Diamond Open Access.

This edition serves as a strategic bridge consolidating South-South collaboration and North-South dialogue, centering on community ownership, multilingualism, and resilient digital public infrastructures.

The Evolution of the Global Summits

1st Global Summit — Toluca, Mexico (2023)

Theme: Equity, Quality, Usability, and Sustainability.
Milestone: Hosted by Redalyc, UAEMex, AmeliCA, UNESCO, and CLACSO. It united 688 participants from 75 countries and gave rise to the Toluca Manifesto on Science as a Global Public Good, laying the groundwork for a Global Alliance for Diamond Open Access.

2nd Global Summit — Cape Town, South Africa (2024)

Theme: Centering Social Justice in Scholarly Communication to Advance Research as a Public Good.
Milestone: Symbolized by the resilient Baobab tree (“Tree of Life”), this gathering integrated social justice, curriculum development in LIS education, and the dismantling of exclusionary financial models, culminating in the Toluca–Cape Town Declaration.

3rd Global Summit — Bengaluru, India (2026)

Theme: Collaboration for Equitable Digital Infrastructures and Knowledge Commons in Agriculture and Broader Scientific Research Systems.
Milestone: Focused on public digital goods, cross-disciplinary knowledge commons, and policy alignment with UNESCO’s Open Science frameworks, producing the Bengaluru Roadmap and Action Plan.

4th Global Summit — Indonesia (Host Country)

Focus: Strengthening decentralized community-led journal ecosystems, technological sovereignty, institutional sustainability, and bibliodiversity across developing research nations.

Purpose & Vision

The 4th Global Summit convenes journal editors, researchers, university leaders, funding agencies, and policymakers worldwide to:

Consolidate Community-Led Publishing: Move beyond commercial APC and BPC (Book Processing Charge) barriers by strengthening institutional, non-commercial alternatives.
Advance Technological Sovereignty: Share open-source software stacks, persistent identifiers (PIDs), and interoperable repository networks that empower scholarly societies to own their digital destiny.
Promote Bibliodiversity & Multilingualism: Safeguard scholarly discourse published in national and indigenous languages, ensuring local research addresses local socioeconomic priorities while remaining globally indexed.
Reform Research Assessment: Engage institutional leadership to reform evaluation metrics, incentivizing researchers to publish in Diamond Open Access venues without prestige bias.

Core Objectives & Envisaged Outcomes

Policy Harmonization: Develop regional and cross-continental policy frameworks aligned with the UNESCO Recommendation on Open Science.
Infrastructure Capacity Building: Deliver technical tracks, editorial workflow clinics, and indexing workshops tailored for diamond journal editors and repository managers.
The Indonesia Declaration & Action Roadmap: Formulate an actionable global consensus establishing sustained public investment mechanisms and multilateral institutional support for community-owned infrastructure.

Format & Modality

The summit operates as a Hybrid Event, combining in-person sessions (plenary lectures, thematic roundtables, and technical workshops) with high-definition virtual access to guarantee equitable participation for scholars worldwide regardless of travel limitations.
